Billy is Director of Mental Health Services – Inspire. Billy studied Psychology at the University of Ulster then began his career with Extern in 1986 where he worked in various projects. He qualified in Social Work in 1991 and initially worked for Barnardos. In 1992 he took up post as a Social Worker with Older People in South and East Belfast Trust. He moved to Senior Social Worker, Care Manager then Senior Care Manager. In 2002 he became Programme Planner for Mental Health Services in South and East Belfast Trust and when the Belfast Trust was formed in 2007 he became part of the Senior Management Team in Mental Health as A Service Development Manager. This work involved the modernisation of the Trusts Mental Health Services. He has continually addressed his own development needs obtaining relevant qualifications throughout his career; Practice Teaching Award (1994), Approved Social Work Award (1998), Diploma in Health Service Management (2006) and the Advanced Award in Social Work (2009). Billy is married and has 3 children. He enjoys sports including Martial Arts (he holds a fourth Dan Black Belt in Tai Jutsu), motocross, mountain biking and running.
Liam Quigley is Operations Lead. After qualifying as a Psychiatric Nurse (RMN) in 1985 he worked as a Staff Nurse in Gransha Hospital (WHSCT) for 1 year before moving to London to work in the Maudsley Hospital, in general Psychiatry and addiction. On returning to Northern Ireland in 1988 he joined Inspire as Manager of the Inspire Day Support centre in Derry and guided its development through the 90’s. He successfully completed Social Work training in 1992 and a Post Graduate Certificate in Managing Health Services in 1998. Liam enjoys both watching and participating in many sports, in particular, Soccer, Rugby and Hill Walking. He has two teenage children, a boy and a girl.
Margaret Cavlan is Service Team Manager at Inspire for Belfast Trust. She began her nursing career in 1973 at Belfast City Hospital where she qualified as a State Enrolled Nurse. In 1978 she qualified as an RMN from Purdysburn Hospital. Margaret was employed as a Staff Nurse both in Purdysburn and St Lukes Hospital, Armagh. With two small children Margaret decided to take a short career break and spend valuable time with her family. She returned to employment in September 1985 when an opportunity arose through Dungannon Development Association to develop a service for people in the area with mental health needs. Links were made with Niamh and so began the development of services in Dungannon. Margaret was employed by Inspire in 1987 as Co-ordinator in Park Road and later Ballygawley Road. In 1995 she was promoted to Service Manager in Belfast and later Service Team Manager. Outside this long career with Inspire, Margaret has a grown up son and daughter and enjoys walking, travel, retail therapy, good food and wine.
